Meeting of the State Security Council of Turkmenistan

The President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The agenda included consideration of the results of the work of the country's military and law enforcement agencies for two months of 2024, as well as the identification of priority tasks to ensure security and peace in our independent Fatherland, strengthening the material and technical base of security forces, and further improving their activities.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the comprehensive steps taken in January-February to strengthen the defense capability of the Fatherland, improve the professionalism of military personnel, and create conditions for effective service and living conditions for officers and members of their families. There was also a report on the implementation of the instructions of the head of state to introduce modern technologies and best practices in the military sphere.

Summarizing the report, President Serdar Berdimuhamedov focused on the key aspects of the implemented defensive Military Doctrine of Turkmenistan, which acts as a reliable guarantor of a peaceful and prosperous life in the country. The need to continue work to further equip the Armed Forces with modern high-quality equipment, improve the activities of the Ministry of Defense and its reporting structures through the active use of a digital system was also stated. Noting the importance of organizing on an ongoing basis classes to improve the professionalism of officers, events of patriotic significance among young military personnel, the head of Turkmenistan addressed a number of instructions to the Secretary of the State Security Council and the Minister of Defense.

Prosecutor General B. Mukhamedov reported on the results of the work carried out since the beginning of this year, the progress in implementing the Program for the Development of the Prosecutor's Office System, measures being taken to introduce advanced technologies in structural units, as well as the use of new methods of prosecutorial supervision.

Having heard the report, the Supreme Commander-in-Chief of the country's Armed Forces ordered to take concrete steps to ensure the rule of law, protect the rights and freedoms of citizens, and the interests of society and the state. Speaking about the importance of precise implementation of the priority tasks facing this structure, the head of state addressed the Prosecutor General with a number of instructions regarding the conduct of checks at the proper level to ensure the accurate implementation of legislative and regulatory acts.

Minister of Internal Affairs M. Khydyrov reported on the results of the work done during the period under review to strengthen law and order, prevent crime and comply with fire safety requirements and traffic rules in all corners of the country. Separate topics of the report were the conditions created for the fruitful service and life of department employees and members of their families. In this regard, it was reported on the progress of modernizing the material and technical base of the units and new buildings and residential buildings commissioned.

After listening to the report, President Serdar Berdimuhamedov emphasized that effective measures should be taken to prevent crime. At the same time, instructions were given to keep the focus on maintaining law and order at a high level and ensuring public order.

Particular emphasis was placed on the importance of organizing the activities of the Police Traffic Surveillance Service in accordance with the realities of the time and improving the quality of services provided to citizens. The head of state also noted the need to carry out proper work in order to prevent violations of traffic rules and comply with fire safety requirements.

Chairman of the Supreme Court B. Khojamgulyev reported on the results of work for January-February of this year, including the progress of reforming the national judicial system within the framework of the Development Program of this body, the introduction of advanced technologies in the structural divisions of the department, and improving the professionalism of employees.

Summarizing the report, the head of Turkmenistan noted that the main function of the courts is to maintain legality, justice and order, and eliminate the causes and conditions that give rise to offenses. For the effectiveness of legal proceedings, best practices and a digital system should be applied in the justice system, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized.

Continuing the meeting, President Serdar Berdimuhamedov, having signed the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan and assigning qualification classes to them,” instructed the head of the Supreme Court to strengthen the personnel of judicial institutions by selecting educated, conscientious, energetic employees.

Minister of National Security N. Atagaraev, who then spoke, reported on the activities for two months of the current year, the progress in implementing the Development Program of the Ministry of National Security, concrete steps taken to maintain an environment of stability and tranquility in the country, as well as on the training of highly qualified personnel.

Summarizing the report, President Serdar Berdimuhamedov noted that protecting the achievements of sacred independence, ensuring the further well-being of the Fatherland, its economic power are the key tasks of this body. Focusing on promising vectors of upcoming activities, the head of Turkmenistan emphasized the need to increase the efficiency of analytical work. Along with this, the minister was instructed to keep under control the process of modernizing the material and technical base of structural units, theoretical and practical training of personnel.

Head of the State Border Service Ya. Nuryev reported on the practical steps taken since the beginning of the year in order to ensure reliable protection of the sacred borders of the Fatherland, which are the boundaries of friendship and good neighborliness with all neighboring countries. There was also a report on the implementation of the Border Troops Development Program and the implementation of instructions from the Supreme Commander-in-Chief of the country's Armed Forces.

After listening to the report, the head of state emphasized that it is necessary to continue systematically equipping border formations with modern military equipment and technology. One of the main aspects of the military reform carried out in the country is the creation of conditions for productive service and a comfortable life for border guards, President Serdar Berdimuhamedov noted, ordering that this issue be kept under strict control.

Next, Minister of Adalat M. Taganov reported on the results of activities for January–February 2024, measures taken to comprehensively modernize the national legislative framework through the implementation of generally accepted norms of international law. There was also a report on the progress of the implementation of the relevant Program.

After hearing the report, the Supreme Commander-in-Chief of the country's Armed Forces focused on the importance of constantly monitoring best practices in the field of jurisprudence and applying it in practice. At the same time, it is necessary to conduct a legal analysis of regulations developed by ministries and line departments and ensure their compliance with current legislation, President Serdar Berdimuhamedov emphasized, addressing a number of specific instructions to the minister.

Then the Chairman of the State Customs Service M. Khudaykulyev reported on the work carried out during the reporting period and practical steps taken to optimize the growing flow of goods passing through the border of Turkmenistan, including transit. It was also reported about the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.

Summarizing the report, Head of State Serdar Berdimuhamedov noted that in the modern period, the volume of work of the Service has increased significantly due to the growing geostrategic role of our Fatherland, located at the intersection of the most important transport and transit corridors. The active use of achievements of scientific and technological progress makes it possible to carry out prompt and proper inspection of all goods and cargo passing through the border, the President of Turkmenistan said, ordering to keep the supply of goods to our country from foreign countries under strict control and to ensure that customs procedures are carried out in accordance with international requirements rules

Chairman of the State Migration Service A. Sazakov reported on the results of the work of the reporting units for two months of the current year, including measures to increase the theoretical and practical knowledge of employees in the field of migration. There was also a report on strengthening the material and technical base of departments in the velayats and the introduction of a digital system.

Summarizing the report, President Serdar Berdimuhamedov focused on the importance of ensuring that employees of the Service strictly fulfill the powers assigned to them. In this regard, emphasis was placed on the need to study best practices in this area and organize special advanced training courses. A separate instruction concerned control over the implementation, in a timely manner and properly, of the tasks defined in the relevant Development Program of this body.

Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country noted that in accordance with the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being taken to ensure a high level of military security and the integrity of an independent, permanently neutral Fatherland, strengthening the country’s defense capability, and improving social and living conditions defenders of the Fatherland and members of their families. At the same time, it was emphasized that work in this direction will be continued.

At the meeting of the State Security Council, a number of other issues were also considered, on which appropriate decisions were made.
